Some folks didn't do a very good job at this or didn't get them tied up soon enough...
And then there are those advertise the recipient's business.....
Sometimes the mailbox gets held up by whatever is available.....
You can tell a lot about a property owner's personality by how they hold up their mailbox. For example this guy/gal is a patriotic person who is honoring president Lincoln.
And sometimes the mailbox looks like it has an artist for an owner...

This guy is a person who believes in brute force solutions to problems....
This guy uses his plow to hold up the mailbox, until it's time to turn the soil.....
This owner is a resourceful person who uses what he/she has to solve difficult problems...
There are boxes that look outright dangerous for mail carriers.....
So maybe the mail carrier's motto needs to have a couple of sentences added about no matter the appearance of the box, or how precarious it appears, the mail must be delivered.
